In every case where the use of force is justifiable the questions of the limits of its use and the institutional means to regulate it become relevant. Legal systems have an elaborate system of rules and principles governing the use of force. The same issues are important in contemporary legal systems and in ancient legal systems such as canon law, Islamic law and Jewish law. The treatment of this question reflects sociological and cultural differences among different societies/cultures and their different attitudes towards the use of force to achieve personal or national goals.

The conference on excessive force will explore these questions from diverse angles including criminal law, international law, political theory and cultural and historical perspectives.
